Import Control System 2 (ICS2) Release 

The second phase of the Import Control System 2 (ICS 2) will be officially launched on March 1, 2023. For all general cargo, express or postal cargo entering the EU, Norway and Switzerland by air, freight forwarders, air freight companies, courier companies and postal operators involved in sending, handling, transportation and transshipment are required to declare with a full entry summary ( ENS) to submit air cargo forecast information.

From 1 March 2023 for all shipments entering or transiting the *EU** or Northern Ireland, Norway and Switzerland by air/express, must have: at least a six-digit Customs Tariff System (HS) code; Exact cargo description for each item; recipient’s Economic Operator Registration and Identification (EORI) number. These rules apply to all goods (except documents) regardless of their value.

what you need to do is
1: Product name and product description: All products need to provide a specific product name and a complete, detailed and accurate product description in order to accurately identify the product information. For example, the product name cannot be vague and general product name information such as “sample”, “part”, “gift”. Also, to ensure a more efficient customs clearance operation, please include an accurate and detailed description of the item on your commercial invoice, eg: Skirts, detail as: Ladies Knit Cotton Dresses.
2: HS code: In order to comply with the requirements of ICS2 version 2, the harmonized system code corresponding to each item listed on the commercial invoice must be declared to the customs authorities of each country before all shipments arrive in the European Union, Norway and Switzerland by air (HS code) at least 8 digits.
3: We recommend that you provide the EU recipient’s Economic Operator Registration and Identification Number (EORI) on your commercial invoice when shipping to or transshipping through the EU, Norway, and Switzerland. You can obtain an EORI number by contacting its recipient in the EU. If the EORI number of the EU recipient is missing, the shipment may experience customs clearance delays.

Customs clearance tips:

As the European customs authorities have further increased the requirements for customs data, the shipper must provide detailed cargo declaration information before exporting, otherwise it may lead to prolonged transportation time, customs clearance delays and corresponding penalties. The basic data required for customs declaration include: complete and accurate commercial invoice information (including sender, recipient, item-by-item description of goods, customs commodity code, etc.) cargo content information (including product price, country of origin, quantity, weight, transaction method, etc.)
